The Pennsylvania School System Originally Pennsylvania public schools were supported by "subscriptions" from parents. Poor families often did not have access to these schools, despite attempts as early as 1790 to make education universal. The passage of the Free School Act in 1834 finally led to universal access to public schools. more...
